The above statement is false. The Cancer promoters do not directly alter a cell's DNA, creating a genetic alteration that can lead to cancer.
Tumor promoters or cancer promoters are lipid-soluble chemicals, isolated from several sources, that play a part in transforming normal cells into malignant ones capable of uncontrolled growth. Promoters take advantage of genetic mutations  and cause cells to grow rapidly.
