Adding 3 to both sides ,

[tex]2y - 3 + 3 \leqslant - 10 + 3 \\ 2y \: \leqslant \: - 7[/tex]

Dividing by 2 on both sides ,

[tex] \frac{2y}{2} \leqslant \frac{ - 7}{2} \\ \\ y \leqslant \frac{ - 7}{2} \: \: \: \: \: \: \: Ans.[/tex]
