y=2.5x+7



Because

y=2.5x-1 is the original equation. The parellel line has the same slope but different yint. To find the yint we need to multiple the slope by the first number of our coordinate. -4×2.5=-10
The yint is the number you add to -10 to equal -3 because -3 is the second number of the coordinate. This number is 7.
