After the Civil War, and once the Federal Government stopped its support of Reconstruction, white Southern elites were allowed to regain power. They inmediately tried to restore the status quo ante and reduce the condition of African Americans to servility. Since they could not reenslave them, they used legal shenanigans in order to impose forced labor upon them.
