No, because if you substitute (4, -2) into x and y in each equation, they are not the same as the value on the right side of the equation.

2(4) + 4(-2) = - 2

8 + -8 = -2

0 = -2 <---- this is not correct.

-4(4) + -2 = -14

-16 + -2 = -14

-18 = -14 <----- this is not correct.
