The answer is
(a^2)/4: 
(8a^-3)^-2/3 = 8^-2/3 * a^(-3*-2/3) 
  =a^2/ ( (8^1/3)^2) = (a^2)/4

In teh given expression  (8a^-6)^-2/3, the power of each variable is multiplied to the power of the whole expression. In this case, -6 multiplied to -2/3 is equal to 4. The constant is raised to the given power. 8 ^ -2/3 is equal to 1/4. hence the answer is 0.25 a^4
