0.20 represents the cost of the plan after t minutes. 50 represents an increase for each minute that passes. Basically you mulitply 0.20 by the time in minutes and add 50 after each minute.
I believe the 50 represents the starting charge and the 0.20t represents the amount of minutes the person uses, maybe each hour? Or just for the entire month fee. I hope I could help!
