Because she was seen as as what me and you would call a people's queen. She listened to her people and passed laws for what they wanted

Queen Elizabeth I was very intelligent and wise, and by using good advisors turned England into a strong and prosperous country. She was a skilled writer and speaker. She supported the arts. Her personality affected English culture; she loved dances, parties, horse riding, and plays, and all of these things became popular during her reign.
