Because of their electron configuration. The so-called "noble gases" - helium, argon, neon and all that - they're extremely happy not reacting with anything else. Why? Because they have a full shell of valence electrons - they don't need to take or share electrons with other elements to fill that outer shell and maintain a stable state.
