After people were addicted to pain killers they weren’t working as well anymore so they needed something stronger and looked towards other drugs like heroin. To get a prescription they would have to go into a pharmacy and pay and also make more doctors appointments in their minds they thought it was easier to just use something else. After heroin was more popular it was much easier for everyone to use it than to convince a doctor they needed another prescription.
