I’m not 100 percent sure but I think it references Japan surprise attack on Pearl Harbor to kick off ww2 and causing the u.s to get involved (hope this helped)
It means that Japan is confident the war will end soon. If you look at the scale below the bomb, you can see the USA is heavier. The atomic bomb with the hiding man indicates how the bomb could change the war if they hadn't surrendered.
