To protect workers, the government passed laws that: limit work hours, set minimum wages, provide health coverage as well as social security, and require employees to bargain with unions. 
All of these things were done so that the workers would be happier and more satisfied at their jobs. If a worker is satisfied, there is no reason for him or her to rebel.
