line BCE is supplementary, which means its straight or it is 180 degrees. so you take the angle of BCF, which is 63, and subtract that from 180 to get 117, so the measure of angle FCE is 117 degrees 
m of angle FCE + 63 =180         (give that they are supplementary)
180-63=FCE
117=m of angle FCE
