I would apply monetary policies and come up with economic strategy to re-stabilize the economy. During the drought situation, a lot of businesses will lose their assets and forced to close down their business. In this situation, reserve bank could create some sort of monetary policy that make it easier for business owners to obtain emergency capital so their employees could survive the situation.
