7x+3y=15

Two lines are parallel if they have the same slope. Two likes are perpendicular if they have opposite reciprocal slopes.

-3x + 7y = 5
7y = 3x +5
slope = 3/7

3y = -7x +15
Slope = -7/3

So, these lines are perpendicular.
