In vertex form the equation of the parabola is

y  = a(x  + 4)^2 - 1  where a is the coefficient of the squared term.
When x = 2 y = 0 so:-

0 = a(2 + 4)^2 - 1
0 = 36a  - 1

a  = 1/36 <----- Answer
