The homestead acts showed democracy by explicitly calling for African-Americans to apply and get their homesteads. Also, anyone who had never taken arms against the US could apply regardless of religion or race. Strong work ethic was spread this way because they had to work and farm the homesteads in order to keep them so everyone worked hard.
