A Bronsted-Lowry base is that which accepts hydrogen proton, H+ from other sources. In this case, the source of the H+ is water. The dissociation of water to its ionic components is,
     H2O --> H+ + OH-

Then, the quinoline being the receiver of the dissociated H+ will become,
    C9H8N.
