What does the 10th amendment mean in simple terms?

 basically says that any power that is not given to the federal government is given to the people or the states.

The Tenth Amendment says that federalism as defined in the Constitution reserves specific powers and duties for the central government. These powers are the ONLY powers of the central government. Any other powers are designated to the state governments. The 10th amendment was ratified to satisfy the demands of the anti-federalist movement.
