I beleive the answer is: countering German expansion

Prior to World War I, Otto von bismarck played a very crucial role in unifying various European kingdoms under Germany's banner.
Seeing this expansion, Great Britain became really worried and decided to made various diplomacy attempts to seek an alliance that could sustain German's expansion.
